◎简 介
差人不懂法令（但自以为是），检查官不明法令（大家才能有别），成果逮到监犯，却控诉无效。按照美公法令（片中述明系美加州法令），若证据不法获得，应判无效，且所得任何证据，此后不得再行采用。
史蒂芬是个年轻的优异法官，他依法判案（现实上是怕判决被上诉法庭采纳），只得将罪犯当庭开释。但一而再，再而三，眼看法令不够完善（法令只是条则，各条之间皆为缝隙），累累令犯警份子清闲法外，摧残百姓，史蒂芬深感良知不安。
后史蒂芬愤而加入一个「地下审判团」之构造，由九位年高德劭之法官、不法田主持迟来的正义（意味对法令损失期念）。不幸，史蒂芬在主持一案时，地下法庭也发生误判（暗示无绝对正义可言），要正法两个“罪犯”（由某一职业杀手团体，别离履行。由于平安斟酌，号令一旦发出，就不成能发出）。
史蒂芬掉臂老法官劝止，想方想法要救援两个罪犯。却又发现两人虽于他案罪不至死，但其恶性严重，不成原宥。而两人见行迹败事，一意要杀史蒂芬以灭口。
最初，史蒂芬被一警官所救，二人在室外偷听地下法庭的审判进程（二人皆对法令落空信心、皆为法律职员。揭发地下法庭斯乃职责，而其职责又有违知己，是两难也）。高明之处，本片戛但是止，留下无尽的省思。
